There's a section for IceWM at
box-look.org
. Not sure how complete that section is compared to freshmeat though.

yes that's true, but there also a lot of themes missing, the archive should be more than 100 themes

With a little Googeling I've found an archive with a lot of themes in one of the Ubuntu repos. Check out the last link here:

Not sure if this collection holds all the themes you're looking for, but there are quite a few in there.
